Combining of Border Patrol, Immigration, FBI & LA City Police & Fed Drug Agency;
Would seem if more cooperation & info exchange with city, state & Fed would be effective;
No evidence of a massive effort to stop drug sales and racketeering;
Appears no way to determine the revenue volume of LA gangs or Mexican Mafia
